My experience was that they do not listen, do not respond, but if they like the input they do use it as theirs own — meaning, they are the first pirate of the idea. The sad thing is, that they are now self-serving and side with major clients (Selfish Monopolies) but in the past this was not the case, for example IBM had been a major client since about 1920 but has not penetrated the USA-PTO with its interests being served like Google, Apple or Microsoft and Adobe.
